Biography

Holds degree in Civil Engineering, Master’s degree in Water Resources Engineering and Environmental Sanitation, MBA in Project Management, Safety Engineer and a PhD in Water Resources Planning – University of Bristol, England, as well as a Post-Doctorate in Environmental Planning at the University of California, Davis, USA. Full Professor at the Federal University of Rio Grande do Sul, working in undergraduate education in Civil, Environmental and Water Resources Eng. and Postgraduate at Mine, Metallurgy and Materials, in the Graduate Program in Urban and Regional Planning, in the Professional Master’s Degree in National Network in Management and Regulation of Water Resources (ProfÁgua) with the National Water Agency. Works in the area of
planning and management methods for water resources, renewable resources, energy resources and environment and infrastructure, with an emphasis on the use of analytical techniques (operational research, mathematical models, geoprocessing and remote sensing) incorporating the natural phenomenon and the controls of engineering, with economic, political and institutional constraints. Administrative and representation activities, including participation in collegiate bodies of UFRGS, Director of the State Center for Research in Remote Sensing and Meteorology, Vice-Director and Director of the Institute of Hydraulic Research – IPH/UFRGS, Member of the Regional Directorate of the Brazilian Association of Water Resources, Representative of ABRH in Technical Chambers of the National Water Resources Council, member of several Editorial Boards, Member of the Board of Directors of the Engineers Union of the State of Rio Grande do Sul South -, Former Councilor of the Chamber of Civil Eng. of the Regional Council of Engineering and Agronomy – CREA/RS and participation as an ad-hoc consultant of research funding bodies. Fulbright Fellow (Bureau of Educational and Cultural Affairs of the United States Department of State), LEAD (Leadership for Environment and Development) Fellow. Former Scholarship from Mendeleev – Russia, Rockefeller Foundation – USA, Dalian Institute of Technology-China, Galilee Institute-Israel, United Nations University- Japan, and CAPNet – Global Training Network in Water
Resources Management and Brazilian institutions. Participant in philanthropic, social and cultural institutions around the world. Holds many technical honors and also served in expert services with the State and Federal Public Ministry. Member of the American Society of Civil Engineer. He is currently the Rector of the Federal University of Rio Grande do Sul. Board of Directors of the Universia – Brasil Council of Rectors (Bank Santander), Board of Directors of the Council of Rectors of Brazilian Universities (CRUB), Member of the Association of Universities of the Montevideo Group (AUGM) and of the National Association of Federal Institutions of Higher Education. Coordinator of the Alliance for Innovation with UFRGS, PUCRS and Unisinos in Porto Alegre-RS, Brazil.
